Federal contract awards are assigned to a state by primary place of performance, where the work is actually executed, not by the contractor's headquarters address. That distinction matters: a defense prime headquartered in one state may perform the bulk of a task order at a shipyard, depot, or research campus in another, and the dollars land where the work happens. As a result, states that host large military installations, federal laboratories, shipbuilding yards, or major civilian agency facilities tend to show contract totals far larger than their share of population or contractor headquarters would suggest. Capital-region states in particular concentrate professional-services and IT-modernization awards because so many agencies are headquartered there.

These figures reflect prime contract obligations only, not subcontractor flow-down. A prime may subcontract a large share of a contract's value to specialist firms whose work is not separately attributed to the state in this view, so the totals understate the full economic footprint of federal contracting.
